Virginia Attorney General Mark Herring wants his state to legalize marijuana. Herring said that the state needs to start decriminalizing possession of weed in small amounts and wants it legalized.
Herring is a Democrat while the Republican-held General Assembly has killed previous efforts to decriminalize marijuana. Herring said that state and local prosecution cases for weed are costly and that it disproportionately affects African-Americans.
