Kim Toscano, Partner & Senior Principal, Toscano Clements Taylor, LLC

Ms. Kimberlee Toscano has more than 30 years of business management experience and is a founding partner and principal of Toscano Clements Taylor, LLC (TCT). As Senior Principal and a Project Manager, Ms. Toscano has extensive knowledge and hands-on cost and program management consulting experience working with local and government agencies such as Federal Emergency Management Agency (FEMA), US Department of Housing and Urban Development on disaster recovery and community rebuild programs. Project Experience

NYC OMB Superstorm Sandy Recovery, New York, NY - QA/QC Manager. TCT completed over 200 FEMA Cost-Estimating Format-approved estimates on Superstorm Sandy-related projectsfor numerous agencies. The firm also prepared “Cost Reasonableness” or “Fair and Reasonable Analysis” and reviews FEMA documents, including: Project Worksheet; Detailed Damage Description (DDD); Scope of Work (SOW); Cost Estimating Format prepared by FEMA & alignment with the DDD or SOW; and Development of FEMA 428 Pricing.

Government of Puerto Rico Department of Housing (PRDOH) Community Development Block Grant – Disaster Recovery (CDBG-DR), San Juan, PR - Program and Project Manager as part of the island's recovery efforts programs that meet the immediate housing needs of the most vulnerable populations on the island, expand economic opportunities, and assist in the recovery of the island’s infrastructure. Providing cost management services for the CDBG-DR grant, assisting PRDOH to generate, compare, and scrutinize costs, to ensure the reasonability and fairness of the cost of the procured services for the development and implementation of CDBG-DR programs.

NYC EDC ORR Red Hook Integrated Flood Protection System Feasibility Study, Brooklyn, NY - QA/QC Manager. TCT provided cost estimating services for the advancement of resiliency in Red Hook by reducing flood risk due to coastal storms and sea level rise. The study is the first phase FEMA-funded project that will consider varying levels of flood protection, alignments, interventions, and cost. The project is an important part of a multi-layered $20 billion resiliency plan that the City is implementing around the five boroughs.

PANY/NJ LaGuardia Airport Redevelopment Program Management, Queens, NY -

QA/QC Manager - TCT providing on-site project management support for the $4 billion redevelopment that is scheduled for completion by 2022. Upon project completion, the firm will have also provided cost management and analysis, including the monitoring of design and construction progress against adopted program and project budgets; and project and cost control support services, including change order review, and cost summaries and breakdowns.

NYCHA Sandy Recovery Program at Baruch Houses, New York, NY - QA/QC Manager. TCT prepared estimates per the NYCHA standard format for the basis of design, 50% final design,100% final design and bid submission phases of the design and repair of the Baruch Houses. The scope included a new central heating plant; roof replacements and backup generators; installation of new and existing MEP equipment elevated above FEMA’s DFE; site landscaping;

DEP-required stormwater management; renovation of all building lobbies; Layered Access Control at building entries; and other security enhancements.
