The photographer who shot the infamous photo of a Border Patrol agent on horseback says the shot is being misinterpreted.

Paul Ratje told KTSM-TV he and his colleagues never saw agents whipping anyone. He says the Haitian men started running, trying to go around the horses.

The photos drew intense criticism from many on social media and the White House said it will investigate.

Meantime, President Biden is condemning images of Border Patrol agents on horseback aggressively confronting Haitian refugees in Texas.

During a White House event, Biden called the images at the southern Border horrible and said there will be consequences. He also called it embarrassing, dangerous and wrong. Biden said such images send the wrong messages to the U.S. and the world.
